SDG 4ni amalga oshirish uchun 10 maqsad va taraqqiyot yo\u2018lini belgilash uchun 11 ko&#8217;rsatkich mavjud. Birinchi 7 ta maqsad \u201cnatijaga asoslangan maqsad\u201d deb ataladi va ular quyidagilar:<\/p><ol><li>bepul boshlang\u2018ich va o\u2018rta ta\u2019limdan foydalanish imkoniyati;<\/li><li>sifatli maktabgacha ta&#8217;limdan teng foydalanish;<\/li><li>texnikum, kasb-hunar va oliy ta&#8217;limdan foydalanish;<\/li><li>moliyaviy muvaffaqiyatga erishish uchun sifatli ko&#8217;nikmalarga ega odamlar sonini ko&#8217;paytirish;<\/li><li>ta&#8217;lim sohasidagi har qanday kamsitishlarga barham berish;<\/li><li>umuminsoniy savodxonlik va hisoblash qobiliyatini shakllantirish;<\/li><li>barqaror rivojlanish va fuqarolik ta&#8217;limdan foydalanish imkoniyatini yaratish.<\/li><\/ol><p>Maqsadga erishish vositasi quyidagicha:<\/p><ul><li>inklyuziv va xavfsiz maktablarni qurish hamda ularni modernizatsiya qilish;<\/li><li>rivojlanayotgan mamlakatlar uchun oliy ta\u2019lim stipendiyalarini kengaytirish;<\/li><li>rivojlanayotgan mamlakatlarda malakali o&#8217;qituvchilar sonini oshirish.<\/li><\/ul><p>SDG 4 bolalar va yoshlarni sifatli, oson ta\u02bclim olishi hamda boshqa ta\u02bclim imkoniyatlardan keng foydalanishga e&#8217;tibor beradi. SDG 4ning maqsadlaridan yana biri umuminsoniy savodxonlikka erishishdir. Bu ta&#8217;lim muhitida bilim va qimmatli ko&#8217;nikmalarni egallashning muhim tarkibiy qismidir. Shu sababli, barcha uchun xavfsiz, inklyuziv va samarali ta\u2019lim muhitini ta\u2019minlash uchun ko\u2018proq ta\u2019lim muassasalarini qurish, shuningdek, mavjudlarini modernizatsiya qilish zaruriyati tug\u2018iladi.<\/p><p>O&#8217;ta qashshoqlik, qo&#8217;zg&#8217;olonlar, jamoalararo mojarolar va boshqa omillarning tarqalishi ko&#8217;plab rivojlanayotgan mamlakatlarda taraqqiyotni sezilarli darajada sekinlashtirdi. Ehtiyojmand oilalar farzandlari badavlat oilalardagi tengdoshlariga qaraganda maktabni tashlab ketish ehtimoli ko&#8217;proq. Qishloq va shahar o&#8217;rtasidagi nomutanosiblik yuqoriligicha qolmoqda. <a href=\"https:\/\/en.wikipedia.org\/wiki\/Western_Asia\">G\u2018arbiy Osiyo<\/a> va <a href=\"https:\/\/en.wikipedia.org\/wiki\/North_Africa\">Shimoliy Afrikada<\/a> davom etayotgan qurolli to\u2018qnashuvlar natijasida maktabga bormagan bolalar soni yildan yilga ko\u2018payib bormoqda. <a href=\"https:\/\/en.wikipedia.org\/wiki\/Sub-Saharan_Africa\">Sahroi Kabir Afrikasidagi<\/a> barcha rivojlanayotgan mintaqalar orasida boshlang&#8217;ich maktabga qabul qilish bo&#8217;yicha sezilarli muvaffaqiyatga erishildi. Jumladan,1990-yilda bolalarning \u00a052 foiz maktabga brogan bo\u2018lsa, 2012-yilda bolalarning 78 foiz ta\u2019lim olisj imkoniyatiga ega bo\u2018ldi. Shunga qaramay, oradagi tafovutlar hamon saqlanib qolmoqda.<\/p><p>Ta\u2019lim tizimini takomillashtirish uchun &#171;Ta&#8217;lim hamma uchun&#187; shiori tanlanib, bu shior zaminida yangi bilimlarni dunyoga yoyishga harakat qilindi. Birgina 1990-yildan boshlab ta\u2019limda turli xalqaro rivojlanish kurslariga e\u2019tibor kuchaydi. Bu Barqaror Rivojlanish Maqsadlari (BRM) boshlanishida muhim deb hisoblangan va SDG 4 deb belgilangan <a href=\"https:\/\/en.wikipedia.org\/wiki\/Education\">Ta&#8217;lim<\/a> <a href=\"https:\/\/en.wikipedia.org\/wiki\/Sustainable_development\">barqaror rivojlanish<\/a>, davlat qurish va tinchlik uchun kuch sifatida qaraladi. O&#8217;qish, yozish yoki hisoblash kabi ma&#8217;lum ko&#8217;nikmalarga ega bo&#8217;lgan bolalar va yoshlar bu ko&#8217;nikmalarga ega bo&#8217;lmagan tengdoshlariga qaraganda yaxshiroq kelajakka ega bo&#8217;lishlari mumkin. Dunyo o&#8217;zgarmoqda va globallashuv dunyo aholisidan tezda moslashishni, yangi texnologiyalar bilan ishlashni o&#8217;rganishni talab qiladi. Barqaror rivojlanishda ta\u2019limning roli faqat rivojlanayotgan hududlar bilan cheklanmaydi, balki butun dunyodagi mamlakatlar ta\u2019limi bilan ham uzviy bog\u2018liq. SDG 4 asosiy maqsadi o\u02bbquvchining turmush darajasini va jamiyat kelajagini yaxshilaydigan inklyuziv, sifatli ta\u02bclimni ta\u02bcminlashdan iborat.<\/p><p>COVID-19 ning salbiy ta\u2019siri natijasida 2019-yil oxirida millionlab bolalar hali ham maktabga bormagan edi. COVID-19 tarqalishini sekinlashtirish bo\u02bbyicha ko\u02bbrilayotgan chora-tadbirlar doirasida 2020-yilda maktablarning yopilishi ta\u02bclim natijalariga salbiy ta\u02bcsir ko\u02bbrsatdi. Bu dunyodagi talabalarning 90 foizdan ortig&#8217;iga salbiy ta&#8217;sir ko&#8217;rsatdi. Taxminan 1,5 milliard bola va yoshlar ta&#8217;lim olish imkoniyatidan mahrum bo\u2018lishdi. Ma\u2019lumotlarga ko\u2018ra, dunyodagi bolalarning kamida uchdan bir qismi COVID-19 pandemiyasi natijada maktablarning ommaviy yopilishi paytida masofaviy ta\u2019limda ishtirok etish uchun zarur bo\u2018lgan texnologiyaga ega emas.
