SDG 3 sog&#8217;lom turmush tarzining turli jihatlarini qamrab oladi va ularga e&#8217;tibor beradi.<\/p><p>SDG 3ni amalga oshirish uchun 13 maqsad va taraqqiyot yo\u2018lini belgilash uchun 28 ko&#8217;rsatkich mavjud. Birinchi 9 ta maqsad &#171;maqsadli natijalar&#187; deyiladi. Bularga quyidagilar kiradi:<\/p><ol><li>onalar o&#8217;limini kamaytirish;<\/li><li>barcha oldini olish mumkin bo&#8217;lgan o&#8217;limlarni, xususan, yosh bollarning besh yoshga to&#8217;lguncha bo\u2018lgan o\u2018limni tugatish;<\/li><li>yuqumli kasalliklarga qarshi kurash;<\/li><li>yuqumli bo&#8217;lmagan kasalliklardan o&#8217;limni kamaytirish va ruhiy salomatlikni yaxshilash;<\/li><li>giyohvandlikning oldini olish va davolash;<\/li><li>yo&#8217;l-transport hodisalarida jarohatlar va o&#8217;limlarni kamaytirish;<\/li><li>jinsiy va reproduktiv salomatlik, oilani rejalashtirish va ta\u2019lim xizmatlaridan hamma foydalanishni ta\u2019minlash;<\/li><li>umumiy sog&#8217;liqni saqlash qamroviga erishish;<\/li><li>xavfli kimyoviy moddalardan kasallanish va o&#8217;limni kamaytirish.<\/li><\/ol><p>SDG 3 maqsadlarining qolgan to&#8217;rttasi \u201cerishish vositasi\u201d bo\u2018lib, ular quyidagilar:<\/p><ol><li>JSSTning Tamaki nazorati bo&#8217;yicha doiraviy konventsiyasini amalga oshirish;<\/li><li>tadqiqot, ishlab chiqish, arzon vaksinalar va dori vositalaridan universal foydalanishni qo&#8217;llab-quvvatlash;<\/li><li>rivojlanayotgan mamlakatlarda sog&#8217;liqni saqlashni moliyalashtirish va sog&#8217;liqni saqlashni qo&#8217;llab-quvvatlashni oshirish;<\/li><li>global sog&#8217;liq uchun xavflarni erta ogohlantirish tizimlarini takomillashtirish.<\/li><\/ol><p>SDG 3 asosiy maqsadi barcha erkaklar va ayollar uchun tibbiy xizmatlardan teng foydalanishni ta&#8217;minlaydigan universal tibbiy qamrovga erishishga qaratilgan. U yangi tug\u2018ilgan chaqaloqlar, besh yoshgacha bo\u2018lgan bolalarning o\u2018limini oldini olish va <a href=\"https:\/\/en.wikipedia.org\/wiki\/Epidemic\">epidemiyalarni<\/a> tugatishni, iqtisodiy hamda ijtimoiy tengsizliklar, urbanizatsiya, iqlim inqirozi, OIV va boshqa yuqumli kasalliklarni oldini olish e\u2019tibor qratadi.<\/p><p>2030-yil kun tartibidagi asosiy masala salomatlikka e\u2019tibordir. COVID-19 pandemiyasini hisobga olgan holda, global miqyosda salomatlik va farovonlikni ta&#8217;minlashga jiddiy e&#8217;tibor qaratish lozim.<\/p><p>Har bir bolaning omon qolishi va rivojlanishini ta&#8217;minlash yuqori ta&#8217;sirli chora-tadbirlar ko\u2018rish lozim. Bundan tashqari, onalar va ularning yangi tug&#8217;ilgan chaqaloqlariga sifatli prenatal, tug&#8217;ruq va tug&#8217;ruqdan keyingi parvarishlashini o\u2018rgatish, OIV infektsiyasining onadan bolaga o&#8217;tishining oldini olish, bolalarni yuqumli kasalliklardan himoya qilish uchun emlash, yetarli va to&#8217;yimli oziq-ovqatdan foydalanish imkoniyati yaratishni ko\u2018zda tutgan.<\/p><p><a href=\"https:\/\/en.wikipedia.org\/wiki\/United_Nations_Development_Programme\">UNDP<\/a> ma&#8217;lumotlariga ko&#8217;ra, har 2 soniyada 30 yoshdan 70 yoshgacha bo&#8217;lgan bir kishi <a href=\"https:\/\/en.wikipedia.org\/wiki\/Cardiovascular_disease\">yurak-qon tomir kasalliklari<\/a>, <a href=\"https:\/\/en.wikipedia.org\/wiki\/Respiratory_failure\">surunkali nafas yo&#8217;llari kasalliklari<\/a>, <a href=\"https:\/\/en.wikipedia.org\/wiki\/Diabetes\">diabet<\/a> yoki <a href=\"https:\/\/en.wikipedia.org\/wiki\/Cancer\">saraton<\/a> kabi yuqumli bo&#8217;lmagan kasalliklardan bevaqt vafot etadi.<\/p><p>Dunyo bo\u2018ylab 2019-yilda 2,4 million chaqaloq bevaqt vafot etdi. Kuniga taxminan 6,700 ming <a href=\"https:\/\/en.wikipedia.org\/wiki\/Neonatal\">neonatal o&#8217;lim<\/a>ga to\u2018g\u2018ri keladi. Sifatli tibbiy xizmatdan foydalana olmaslik, <a href=\"https:\/\/en.wikipedia.org\/wiki\/Perinatal_mortality\">neonatal o\u2018lim darajasi<\/a> Sahroi Kabirdan janubiy Afrika va Janubiy Osiyoda eng yuqori ekanligini aniqlangan.<\/p><p>O\u2018rtacha umr ko\u2018rish davomiyligini oshirish, bolalar va onalar o\u2018limining ayrim umumiy sabablarini kamaytirish bo\u2018yicha muhim qadamlar qo\u2018yildi. 2000-yildan 2016-yilgacha dunyo bo\u2018ylab besh yoshgacha bo\u2018lgan bolalar o\u2018limi darajasi 47 foizga kamaydi. SDG 3ning maqsadi besh yoshgacha bo&#8217;lgan bolalar o&#8217;limini har 1000 tirik tug&#8217;ilgan chaqaloqning o\u2018limini 25 tagacha kamaytirishdir. Ammo hozirgi tendentsiyalar davom etsa, 60 dan ortiq davlat 2030-yilga borib neonatal o&#8217;lim bo&#8217;yicha SDG maqsadiga erisha olmaydi. Bu mamlakatlarning qariyb yarmi hatto 2050-yilga borib ham maqsadga erisha olmasligini anglatadi.<\/p><p>Avval aytib o&#8217;tganimizdek, besh yoshga to&#8217;lmasdan vafot etgan bolalar soni juda ko&#8217;p: birgina 2016-yilda 5,6 million chaqaloq olamdan o\u2018tgan.<a href=\"https:\/\/en.wikipedia.org\/wiki\/UNICEF\">UNICEF,<\/a> <a href=\"https:\/\/en.wikipedia.org\/wiki\/WHO\">JSST,<\/a> <a href=\"https:\/\/en.wikipedia.org\/wiki\/World_Bank\">Jahon banki<\/a> va <a href=\"https:\/\/en.wikipedia.org\/wiki\/United_Nations_Department_of_Economic_and_Social_Affairs\">UNDESA<\/a> hisobotlari shuni ko&#8217;rsatadiki, 2016-yilda vafot etgan bolalar soni 2000-yilga nisbatan kam (5,6 million) bo&#8217;lishiga qaramay, 2017-yildan 2030-yilgacha besh yoshgacha bo&#8217;lgan 60 million bola nobud bo\u2018lishi taxmin qilinmoqda. SDG 3 shuningdek, onalar o&#8217;limiga ham e\u2019tibor qaratadi. 2000-yildan 2015-yilgacha onalar o&#8217;limi darajasi 37 foizga kamaygan bo&#8217;lsa-da, 2015-yilda dunyo bo&#8217;ylab 303 000 ga yaqin onalar o&#8217;limi qayd etilgan bo&#8217;lib, ularning aksariyati oldini olish mumkin bo&#8217;lgan sabablardir. Xuddi shunday, toza suv va sanitariya vositalaridan foydalanish imkoniyatlarini kengaytirish, shuningdek, bezgak, sil, poliomielit va OIV\/OITS tarqalishini kamaytirishda muvaffaqiyatga erishildi.
