Progress towards targets will be measured by 23 indicators.<\/p><p>The goal has ten &#171;outcome targets&#187;: Reduce\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Violence\">violence<\/a>; protect\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Child_abuse\">children from abuse<\/a>, exploitation,\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Trafficking_of_children\">trafficking<\/a>\u00a0and violence; promote the\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Rule_of_law\">rule of law<\/a>\u00a0and ensure equal access to\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Justice\">justice<\/a>; combat\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Organized_crime\">organized crime<\/a>\u00a0and\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Illicit_financial_flows\">illicit financial and arms flows<\/a>, substantially reduce\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Corruption\">corruption<\/a>\u00a0and\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Bribery\">bribery<\/a>; develop effective, accountable and transparent institutions; ensure responsive, inclusive and representative decision-making; strengthen the participation in\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Global_governance\">global governance<\/a>; provide universal\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Legal_person\">legal identity<\/a>; ensure public access to information and protect\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Fundamental_rights\">fundamental freedoms<\/a>. There are also two &#171;means of achieving targets&#187;: Strengthen national institutions to prevent violence and combat crime and\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Terrorism\">terrorism<\/a>; promote and enforce\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Discrimination\">non-discriminatory<\/a>\u00a0laws and policies.<\/p><p>Reducing\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Violent_crime\">violent crime<\/a>,\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Sex_trafficking\">sex trafficking<\/a>,\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Unfree_labour\">forced labor<\/a>, and child abuse are clear global goals. The International Community values peace and justice; they call for stronger judicial systems that will enforce laws and work toward a more peaceful and just society.<a href=\"https:\/\/en.wikipedia.org\/wiki\/Sustainable_Development_Goal_16#cite_note-:3-1\"><sup>[1]<\/sup><\/a><\/p><p>All women need to be able to turn to fair and effective institution to access Justice and important services.\u00a0We cannot hope for sustainable development without peace and stability in any
